As of this date (January 2023) the Ace Cafe London is NOT within the ULEZ - but if you travel to or from the Ace Cafe from within the North Circular or South Circular Road, you could be liable to pay.

The ULEZ is from central London up to, but not including, the North Circular Road (A406) and South Circular Road (A205) – The Ace Cafe is not in the ULEZ

The Ultra-Low Emission Zone (ULEZ) operates 24 hours a day, 7 days a week, every day of the year, except Christmas Day (25 December).
Most vehicles, including cars and vans, need to meet the ULEZ emissions standards or their drivers must pay a daily charge to drive within the zone. To find out if your vehicle meets emissions and safety standards required to drive in London, or if you need to pay a daily charge.

Euro 3
All vehicles need to meet Euro 3 emissions standards for NOx.
The ULEZ is enforced based on the declared emissions of the vehicle rather than the age - but generally speaking Euro 3 engines as those registered with the DVLA after July 2007.

The ULEZ is enforced based on the declared emissions of the vehicle rather than the age.
However:
Petrol cars that meet the ULEZ standards are generally those first registered with the DVLA after 2005, although cars that meet the standards have been available since 2001
Diesel cars that meet the standards are generally those first registered with the DVLA after September 2015

You can apply to stop paying vehicle tax if your vehicle was built more than 40 years ago. This date moves forward on a 40-year rolling system. For example, when the ULEZ launched in April 2019, vehicles built before 1979 were eligible to apply for historic vehicle tax class, see links:

All vehicles that have a historic vehicle tax class will be exempt from the ULEZ. This tax class excludes any vehicle used commercially (for example, coffee vans or street food vans).
In line with the existing LEZ discount all vehicles constructed before 1 January 1973 will be exempt from the ULEZ, regardless of commercial use or otherwise.
If your vehicle meets the above criteria but is registered outside the UK, you are also exempt, but will need to register with TfL before travelling in the zone.
