The possibility of exempting certain groups of vehicles from the requirement to have an annual MoT test has been under discussion since the end of 2010.
The Department for Transport issued a consultation on the subject in November, which included a proposal to exempt pre-1960 vehicles from testing. Although the consultation has now closed, the full text of the consultation can be found at www.dft.gov.uk/consultations/dft-2011-27
Testing arrangements in Northern Ireland are under the control of the Department of the Environment for Northern Ireland (DOENI). Before responding to this consultation, FBHVC needed to understand what historic owners felt about the proposal. As time was limited, FBHVC ran an on-line survey from 22 November 2011 to 10 January 2012 in preparation for a FBHVC board meeting on 14 January. Over 4,000 responses had been received when the survey closed. 75% of respondents felt that there should be some relaxation of testing requirements for historic vehicles, with nearly 60% favouring the government’s preferred option of exempting all pre-1960 vehicles. FBHVC’s response to the consultation mirrored the survey findings.
